VACANCY ANNOUNCEMENT: Knowledge Management and Monitoring & Evaluation Specialist

Organizational Setting:The project “Promoting Dryland Sustainable Landscapes and Biodiversity Conservation in the Eastern Steppe of Mongolia” is part of a global program led by the Food and Agriculture Organization of the United Nations (FAO), under the Global Environment Facility (GEF) phase-7 Sustainable Forest Management Impact Program on Dryland Sustainable Landscapes (SFM/Drylands IP). Organizational Setting:
The project “Promoting Dryland Sustainable Landscapes and Biodiversity Conservation in the Eastern Steppe of Mongolia” is part of a global program led by the Food and Agriculture Organization of the United Nations (FAO), under the Global Environment Facility (GEF) phase-7 Sustainable Forest Management Impact Program on Dryland Sustainable Landscapes (SFM/Drylands IP). In Mongolia, the project is led by FAO in partnership with World Wildlife Fund (WWF), and will be executed by the Ministry of Environment and Tourism (MET) in collaboration with the Ministry of Food agriculture and light industry (MoFALI) and other partners.
 
Tasks and responsibilities:

The Knowledge Management and Monitoring and Evaluation (M&E) Specialist will be responsible for knowledge management, communications and M&E activities of the project. In particular, he/she will be responsible for:
-Develop and lead the implementation of a gender-sensitive/responsive knowledge management and communications strategy in close collaboration with the National project manager (NPM), FAO and WWF respective staff. The strategy should be in linkage with the Global IP Program;
-Develop and lead the implementation of the project’s M&E plan based on the project results framework and indicators.Use results-based monitoring (RBM) to track progress toward set project targets from the baseline;
-Monitor Environmental and Social Risk Management Framework/ Environmental and Social Management Plan and Gender Action Plan based on the recommendations from related consultants;
-Assist the NPM in coordinating project implementation and monitoring with relevant PMU staff and stakeholders.
-Monitor and periodically report to the NPM and other project stakeholders all project activities’ execution against the workplan, delivery and progress towards achieving the project outcomes and outputs;
-Ensure findings of project effectively communicated in order to enable achieving goals/objectives in close collaboration with FAO and WWF communications focal points;
-Responsible for ensuring promotion and communication materials/products in line with GEF, WWF and FAO’s joint communications guidelines;
-Carry out regular monitoring visits to the project sites;
-Provide feedback to the NPM on project strategies and activities;
-Follow-up on M&E findings to ensure that corrective actions are taken and/or adjustments are made to programme responses as required;
-Train partner staff in appropriate M&E techniques to build capacity of staff, increase awareness on the importance of M&E and encourage accountability for demonstrating results;
-Work in close collaboration with internal counterparts and external partners to strengthen the quality and consistency of M&E activities in the field;
-Contribute to the project’s progress reports,implementation reports, periodic supervision mission, mid-term review and final evaluation;
-Under the leadership of NPM and in close collaboration with the MET respective department and the UNCCD focal point, lead implementation of Output 4.1.3 on LDN target monitoring and reporting mechanism;
-Other tasks may be assigned as necessary according to organizational needs.
Minimum Requirements
-Advanced degree in a development studies, natural resources management, environmental science, communications.
-A minimum of 5 years directly applicable experience working on knowledge management and M&E, hands-on experience in design of monitoring and evaluation tools.
-Proven experience with statistical and data analysis; familiarity with both qualitative and quantitative information analysis tools.
-Excellent command of language in English and Mongolian including ability to write clearly and concisely at technical level.
Technical/Functional Skills
-Excellent capacity to manage project planning, implementation and evaluation,
-Excellent inter-personal skills, including the ability to develop and maintain strong relationships at all levels,
-Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, organizing, setting priorities and efficient use of time;
-High computer literacy in MS Office;
-In-depth knowledge of programme and project implementation is considered a strong asset;
-Experience in international programme and project implementing organization is an asset;
-Willingness to travel regularly in the field;
